Some cars seen in early screenshots (and in the leaked builds themselves) use models from Head-On as placeholders. However, it's possible some of these cars would not have had made into the final game. In this build, there's a total of 13 vehicles that are selectable from the main menu and 10 that aren't (12 including the Black versions of Outlaw and Warthog), resulting in a total of 23 cars. This list consists of the vehicles in the latest available version of Harbor City (). It is unknown if it can modified to play on a PS2 emulator. This build was later made available in 2021, however it only runs on a TOOL dev kit. It shows a level, Ghetto (which a different version is in Lost, but requires hacking to play), being played with a blue and white skin for 12-Pak and a few vehicles from Head-On and Black can be seen in combat. One of the main features of this game was the interconnected world, with the player being able to traverse between the levels from highways. Twisted Metal: Harbor City (also referred to as Twisted Metal: Black 2) is a cancelled title in the Twisted Metal franchise, and was going to be the sequel to Twisted Metal: Black.
